'schools'? I don't know the particulars of the bill they were discussing there, but it seems to me like there was some debate about whether or not this was a bill of attainder. Rather than schooling, it really felt like gotcha debating, where Grayson was simply interested in embarassing the other gentlemen on an issue where there seemed genuine debate. I could be wrong about the bill, buand if so then kudos to Grayson for pointing it out, but presidential is not a word I would think of when listening to the tone of Grayson's response.
